MoF launches e-dirham card charge service

Following its commitment to transferring to smart government services by promoting e-payment operations in the UAE, the Ministry of Finance (MoF) launched the e-dirham card charging service through MBME for collecting fees and payment services, on Wednesday. As a strategic partner of the e-dirham initiative, National Bank of Abu Dhabi (NBAD) will be re-charging the e-Dirham cards in all MBME payment devices and electronic outlets across the Emirates.
The launch ceremony was attended by HE Saeed Rashid Al Yateem, Assistant Undersecretary of Resources and Budget Sector at MoF; Richard White the General Manager of MBME; Mariam Al Shebli, General Services Manager at MBME Saeed Al Khouri, Managing Director, UAE Government and VVIP Clients, NBAD; Rasheed Shakhsheer Director of the e-dirham program; Mona Al Mulla Head of Collection Department and Azza Mohammed Al Suwaidi, Director of the Revenue Development Department, MoF.
The launch of this service is based on the agreement signed between the Ministry of Finance, MBME for fee payment and collection services, and NBAD last November, granting MBME the right to sell, charge and recharge e-cards of second-generation e-Dirham system through their electronic outlets and automated payment machines. NBAD will provide all hardware, electronic and training programmes, technical support at all points of sale (POS) and electronic collection devices owned by MBME, in order to enable them to activate the use of e-Dirham- its payment portal.
HE Saeed Rashid Al Yateem stressed MoF’s commitment to providing clients the largest number of options possible to improve the process of revenue collection at government and non-government agencies, in accordance with the highest international standards. HE stated: “MoF is committed to expanding the e-dirham initiative through strategic partnerships, collaborations and integration efforts with federal, local and private agencies to support the transition to e-payment charges and collection along with the development of its services , using the latest and most secure e-payment methods.”
HE AL Yateem added: “The e-dirham system has an important place as a network of national electronic payment system that can compete internationally, as it provides the highest level of security and efficiency in e-payment services, and facilitates all money transactions for all parties involved.”

Richard White the General Manager of MBME said: “MBME is delighted to be working alongside the Ministry of Finance and NBAD, and we are also pleased to have added the service of recharging e-dirham cards to the number of payment services available within the country, and which are considered effective, safe and easy to use. This service allows e-Dirham customers to recharge their cards from more than 750 fast payment and multi-services kiosks across the emirates. MBME kiosks presents a new platform for recharging e-dirham cards, follows the latest technologies and and easy-to-use interface for customers to complete different services and safely recharge e-dirham cards.”
MBME’s charging services will enable customers to buy e-dirham cards, recharge them, make payments, get vouchers and inquire about balance and transaction data along with other services. The kiosks will allow customers to charge their e-dirham cards for up to AED 20 thousand per operation by depositing bank notes AED 10 to AED 1000.
e-Dirham operations have offered quality transactions during the first three months of this year. Through e-dirham, the federal government revenue collected exceeded two billion dirhams. The number of e-services in the system has increased by 10.7% bringing it up to 10 million. Total e-dirham transactions have jumped up to more than 5.1 million achieving a growth of 24%, while the number of e-cards sold in the region has increased up to 2 million cards.
MoF has recently received the security compatibly certificate PCI DSS for 11 e-dirham systems and Triple Data Encryption Standard (3DES) according to international standards by the Trust and Life Holdings International. The e-Dirham system also won Special Merit Award for Government to Business and Customer (G2BC) Engagement by Terrapin ME, the organiser of the 17th annual Cards and Payments Middle East.
MBME collection and payments services are considered the best suppliers of e-services in the country, due to its mass reach in services and payments.
