The Abu Dhabi Executive Council has announced the result of the first phase of the Liveability Strategy implementation, including the allocation of AED42 billion for a new phase of projects under the supervision of the Department of Municipalities and Transport (DMT).
Average district completion scores across the emirate reached 81 per cent in 2025, up from 67 per cent prior to the strategy’s introduction in 2023. Over 60 projects worth AED12 billion were identified as key success factors, including the construction of more than 200 parks and sports courts, 24 schools, 21 mosques, 28 community majlises, and more than 20 retail facilities. Nearly 120km of walking paths, 283km of cycling tracks, about 220km of new street lighting; and around 200 beautification works were developed as part of these projects.
The newly approved budget will fund fresh initiatives under the strategy, which now includes additional elements designed to further elevate overall quality of life. Critical and supplementary infrastructure projects will be scheduled for implementation, including cycling tracks, landscaping works, road networks to enhance connectivity, reinforcement works for existing assets, and general improvements in community engagement channels to ensure that diverse needs are accommodated.
The allocation will also cover the construction of a series of quality recreational, service and community facilities including playgrounds, clinics, schools and nurseries, civil defence stations, majlises and function halls, and bus shelters.
His Excellency Eng Abdulla Mohamed Al Blooshi, Acting Director General of the Urban Planning & Permits Centre at DMT, said: “We are proud that our Liveability Strategy has delivered exceptional results, elevating standards across the emirate through a focused approach that addresses the unique priorities of each area.
As we move forward, the budget allocated for the next stage will support a wide range of community projects that are set to deliver lasting value for years to come.
“We will also integrate the latest AI technologies into our evaluation processes to facilitate urban planning and design practices that will shape places that inspire, connect, and endure, securing Abu Dhabi’s position as one of the world’s most liveable cities.”
Abu Dhabi’s focus on enhancing quality of life has propelled it to fifth place in the 2025 IMD Smart City Index, climbing five positions in just 12 months, surpassing several major global capitals. It has also been recognised as the most liveable city in the MENA region (Economist Intelligence Unit) and one of the safest worldwide (Numbeo Crime and Safety Indices).
